WHITEHAVEN September 3, 1793.

TO THE PUBLIC.

When the last additional duty on Newspapers took place, the price of almost
all the London prints was advanced to FOURPENCE each, whilst most of the
printers of the county, from an ardent wish to render the circulation of
their papers as extensive as possible, have continued to sell their papers
at Three-pence halfpenny;  but after labouring under the many disadvantages
the act imposing upon them that duty subjected them to, upwards of four
years, (in which time they have also experienced a considerable advance on
most articles employed in their business) they at length find it necessary
to inform their readers, that as the newspapers now absolutely cost the
Proprietors a greater sum than they actually receive for them, the Printers
in Leeds, York, Hull, Newcastle, Whitehaven, &c. purpose, on the 14th of
next month, to advance the price of them to FOUR PENCE each, as has been
done in almost every other town in the kingdom.

They are persuaded that the public will not desire a fee of individuals (who
labour with the greatest assiduity in their profession) to sustain a certain
heavy loss;  and the same expedient being now almost universally adopted,
the public on their part must be convinced that the Printers in those towns
are not actuated by private avarice, but general and absolute necessity.

They also think it necessary to state that the heavy duty on advertisements,
which they are obliged immediately to pay, has compelled them to form a
resolution not to insert any sent by those with whom it is not necessary to
keep an open accoount, - without receiving payment previous to their
insertion.
