PETTY SESSIONS _____ TOWN HALL. - WEDNESDAY, SEPT. 19. (Before George COWEN, Esq., and George RELPH, Esq.) FAST DRIVING. John GRAHAM and Luke BOWLES were charged with furious driving in the streets on Saturday morning last. It appeared that the defendants had been bringing potatoes to the market, and contrary to the warning of the policeman had galloped their horses up the street. Defendants said they were ignorant of the regulations on the subject. The Bench said they must have known that it was not right to dive at that speed in the town; besides, the policeman had cautioned them. Fines 1s each and expenses; in all 4s 3d each. ______ NON-PAYMENT OF RATES. Joseph HALL was summoned for the non-payment of poor rates. Mr. FORSTER, the collector, proved that he had demanded the rate twice from the defendant. Defendant said that he had been a ratepayer for twenty eight years and had never been so badly used before. Mr. FORSTER had asked him for the rate in the street, and he had told him that WILSON received all his rents and paid all his rates, and he must go to him for it; but it seemed there was some bad feeling between them and he would not go. Mr. FORSTER said he had gone to WILSON’s house and he was not in. It was not right that he should be kept going back and forward to Stanwix to collect these rates. Mr. RELPH said he certainly thought there had been a little sharp practice in the matter, but there was no doubt that as defendant was the person liable, he would have to pay the rate and costs. If he had any appeal against the rate he must make it at the proper time. Defendant said he had no objection to the rate, in fact he always had great pleasure in paying the rates. But he would not pay any expenses - he would go to gaol first. (Laughter.) He would certainly write to the Commissioners and complain of FORSTER’s conduct. The rate was then tendered, but as defendant refused to pay the costs, it was refused..
