MONDAY, OCTOBER 8, 1855. Present: J. HEWSON (Chairman) W. RICHARDSON I. JAMES R. SIMPSON T. HUTTON E. BOWMAN I. CARTMELL (Clerk to the Committee) NUISANCES. On the recommendation of MR. HOGG, it was resolved that notice be served upon the proper parties to sewer New Grapes lane, and convert the privies at the end thereof into water closets; also, that similar notices be served on the proprietors of the Crown and Anchor lane. CHISWICK STREET. A letter was read from the inhabitants of Chiswick-street, requesting that another lamp might be put up on that street. THE CHAIRMAN said when the application was made before, MR. CANNELL and he thought a lamp might be put up before the winter, but it was a matter that might be left to the Lighting Committee. MR. RICHARDSON said the Lighting Committee was such a curious one, there was no getting them together. (Laughter). THE CHAIRMAN said gentlemen had now got home again from the country, and no doubt they would be able to get their meetings. WATER STREET The following memorial was read: "To the Committee of the Board of Health, Carlisle. We, the undersigned, being residents near or interested in property situate in Water-street, John-street, Crown-street, and neighbourhood, beg respectfully to call your attention to the state of the road leading from the Caledonian Railway bridge to Water-street, running the length of the Lancaster Central Station. For some years since this station was built, there has been no flagged footpath, but a soft clay foundation, occasionally covered by the neighbours with cinders to make it passable, and we have had to wade through the mud to church and market. From time to time we have sent petitions and representations to the Railway Company, but it has been represented to us that the formation of this road and footpath falls to the Corporate body. If so, we humbly request that you will take this into consideration, and release us from the mud before the coming winter. We are, respectfully, Your obedient servants, JNO SLATER & CO LOWTHIAN, PARKER, & CO. THOS. & JAS. NELSON JAMES JOHNSON and 27 other names. THE CHAIRMAN said he believed there was an agreement with the Lancaster and Carlisle Railway Company on the subject. MR. RICHARDSON said it was a road that the Corporation were bound to repair because they had received money from the Railway Company for the purpose. It was part and parcel of the agreement made with the company when they were allowed to widen their bridge. It was put off until the sewerage was completed, but there was nothing to prevent it being done now. THE CHAIRMAN said the agreement should be looked at and if there was nothing to prevent it, the repairs should be carried out. The question was asked whether the conveyances of certain property along the street were complete. A conversation took place on the subject and eventually it was resolved: - - - - - - - "That the Surveyor be authorized to lay down a footpath on the east side of Water-street, and to pave the road underneath the railway bridge; and also that steps be taken to have the conveyance from the Lancaster and Carlisle Railway Company completed as soon as possible." DR. BOWMAN said the tunnel leading from Collier Lane was in a disgraceful state. THE CHAIRMAN - How is it to be remedied ? MR. RICHARDSON said it should be repaired by the Lancaster Company, but the only chance of getting it done was to make an estimate of the cost and then offer to relieve the company of liability for so much. THE CHAIRMAN said they should not relieve the company altogether of liability, because they were liable for all time to come. MR. RICHARDSON said they could get rid of their liability by application to the quarter sessions. It was then resolved that MR. HOGG should make an estimate and report to the next meeting. ******************** |
