DEPLORABLE TREATMENT OF A LUNATIC.    Led by a rumour to make inquiry, the Holsworthy police, accompanied by the Parish medical officer, visited a farmhouse occupied by well-to-do people, and found in an almost empty room a woman about thirty years old, chained by both arms to the wall, and lying on a wool sack filled with straw from which the chains prevented her moving.    She was demented and spoke incoherently, although she sang hymns sweetly and correctly.
