DISTRICT COUNCIL.

The members of the Harrington District Council have been singularly happy in their choice of chairman, since the district has had the advantages of self-government, and never more so than in the election of MR. C. R. CAMPBELL to the chair for the present year.

MR. CAMPBELL is a true representative of his native county of Ayrshire, in which county, at the village of Crowae, he was born some 46 years ago.

After receiving his education at the public school of Barrhill, MR. CAMPBELL migrated across the border and entered the employ of the Harrington Iron Company, as far back as 1874.  He has thus resided in Harrington for some 25 years.

It is no flattery to MR. CAMPBELL to say that the latest honour placed upon him by his colleagues at the District Council, has been a fitting compliment to a quarter of a century's good and useful work among his fellow townsmen of Harrington.

With true Scottish instinct, MR. CAMPBELL has always been an advocate for the progress of education, and has been a useful member of the Harrington and District Technical Instruction Committee since its formation.

He has also done excellent work on the School Board, to which body he was returned by the almost unanimous vote of the labour organisations in the parish.

MR. CAMPBELL has also rendered good service in the cause of co-operation at Harrington, having served as president and on the committee for several years.

About three years ago, the management of SIR JAS. BAIN's works, promoted the subject of our article to be blastfurnace foreman, in which position we may say he has given every satisfaction to his employers, and at the same time his services have been rendered in a way acceptable to the workmen.

MR. CAMPBELL is a shrewd Councillor, and once convinced of the right of any question, shows no timidity in voicing his opinion.

We may say, in conclusion, that the working men of Harrington recognise the unanimous selection of MR. CAMPBELL for the post of Chairman as a high tribute to their order.
