President McKinley's Message to Congress.
President McKinley's Message to the United States Congress was delivered on Tuesday. The opening paragraphs are devoted to showing that "the country is enjoying a condition of unusual prosperity: and a great increase in commerce. This is followed up by an emphatic declaration in favour of the gold standard. Attention is directed to the value of the American mercantile marine, the extension of American commerce, and the strengthening of the nation's power on the sea. Mr. McKinley believes the country to be in favour of adding to the merchant service " combinations of capital organised into trusts,: and commends the question to the early attention of Congress. With regard to Germany the existing cordial relations are referred to, and in all that promised closer : intercourse and commerce and a better understanding between the two races: cordial co-operation from America is assured. The negotiations with Great Britain in relation to Canada are reviewed with satisfaction, and a sympathetic declaration of neutrality in the war in South Africa follows. The Samoa settlement, the future of Cuba and the Philippines, and many other matters are touched upon.
