ARREST OF SALVATION ARMY LEADERS IN SCOTLAND. On Saturday the Provost and magistrates at Arbroath, fearing that continued demonstrations of the Salvation Army in the public streets would lead to a breach of the peace, issued a proclamation forbidding the marching of processions under the penalty of arrest. The publication of the manifesto had the desired effect on that day, but on Sunday a series of exciting scenes took place resulting in three of the leaders of the Salvation Army being lodged in cells of the police office. At ten o'clock in the forenoon a pretty large crowd assembled in front of the John's Street Hall, the meeting place of the Salvationists, and in about half and hour "Captain" TOMLINS, with two of his "lieutenants" emerged from the Hall, followed by about sixty members wearing the letter "S" conspicuously marked on their dress. When High - street was reached a halt was made, and although rain was falling heavily and the streets were muddy, Mr. TOMLINS knelt down and delivered a short prayer, his example in kneeling being followed by his party. At the close of the prayer, Mr. MILNE, superintendent of police, who, with a number of his men, had been watching the proceedings, stepped in front of Mr. TOMLINS and said, "As superintendent of police I ask you to disperse yourselves, as this is a breach of the magistrates' instructions, and also contrary to the Police Act. If you do not disperse, I warn you that I shall immediately apprehend the whole of you, and I take these persons standing by as witnesses." Mr. TOMLINS took no notice of this address, and proceeded to give out a hymn, when Superintendent MILNE called on his men, who immediately took TOMLINS and two of his principal supporters into custody, and a scene took place. The arrested Salvationists were marched to the police office, followed by an excited crowd. **********
