24 November 1928 Ignorant of Lighting Regulations Print E-mail
A defendant who pleaded ignorance of the new lighting  regulations appeared
at the Whitehaven Police Court on Thursday on a summons for  having ridden a
bicycle on the highway and failed to carry a lamp or a reflector  to the
rear,
in North Street, Egremont, at 7.10 p.m., on November  10th.


He was John MOUNSEY (29), miner’s labourer, Newhouses, Haile, and  he
pleaded
guilty to having had no reflector but explained that he was ignorant  on the
fact that it was compulsory.


P. C. JOHNSTON said that when he stopped the defendant he told him  that he
would have to be reported he replied, “I didn’t think I was forced to  have
one. I am sorry.”


Supt. MELVILLE pointed out that the order was passed in 1927, and  it was
some months since he gave it out in that Court. The Chairman, Mr. R.
JEFFERSON
said to the defendant: -


“You and your friends must understand you have got to have  reflectors on
your bikes. We are going to be very kind to you to-day. You will  only have
to
pay the costs, 5s, and there will be no conviction. It is better  than
paying a
fine of 10s or £1.


Defendant: - I don’t know whether it is or not.


The Chairman: Well, you can have it back if you  like.


Defendant: Its hard lines.
