Lord Lowther, the postmaster-general, has for some time been making arrangements with the Post Office authorities of Belgium, Holland, Prussia, Austria, Saxony, Denmark, Sweden, Norway, and Russia, for the transmission of letters and newspapers to and from England and those countries, on the same terms as the recent postal convention with France, which came into operation on the 1st of June ult., either by paying the postage or not.  These negotiations are nearly satisfactorily concluded.
