Carlisle stands fifth on the list of the most sober  towns in England. Under
state control, it is surpassed in sobriety by Southport,  Hastings, Cambridge
and Dudley, where the drink trade is run by private  enterprise.

Each of these towns has far more licensed premises  than Carlisle. A severe
clearance if inns followed the introduction of the  Carlisle Experiment and
Carlisle has now only 63 licensed premises. There were  39 convictions for
drunkenness during the past year.
