PENRITH-TUESDAY. (Before Sir H.R. VANE, Bart., Dr. WICKHAM, R. THOMPSON, Esq., and J.E.HASELL, Esq.) PROFANE SWEARING.-Peter CAMPBELL, groom, was fined 2s 6d and costs for having used profane language, in Castlegate, Penrith, on Saturday week. __________________ PENRITH BOARD OF GUARDIANS. The usual fortnightly meeting of this Board was held at the Public Offices on Tuesday last. Mr. W. LONGGRIEF of Greystoke occupied the chair, and there were also present thirteen country and five town guardians.-The CHAIRMAN read a letter from the Local Government Board stating that they would excuse the Clerk from sending returns of the various classes of paupers, which had hitherto entailed upon him considerable labour.-On the motion of the CHAIRMAN it was decided that the Clerk should be relieved of that part of his duties.-at a previous meeting Mr. TYSON called attention to the inadequate representation of the parish of Penrith at the Board of Guardians, as compared with that of some of the country parishes; and with reference to the subject the Local Government Board were memorialised by a meeting of the ratepayers of Penrith, and written to by the guardians.-Mr. CHAIRMAN now read a letter from the Local Government Board on the subject. Their reply was to the effect that the Poor Law Commissioners appeared to have taken into consideration the population,, the rateable value, the average amount of the poor rates, and the number of paupers in receipt of relief in each parish.-The CHAIRMAN: They don't make us much wiser.-Mr.TOPPIN: There is nothing definite laid down.-Mr. ANDERSON : They are simplyasking for information.-The CHAIRMAN said that since the formation of that Board the principle of rating had been altered. It was now union rating; formerly each parish kept its own poor.-Mr. TYSON then moved that the number of Penrith guardians should be increased by two; but this proposal was met by a chorus of dissent from several guardians, led by Mr. LAZONBY, who remarked that although Mr. TYSON and some of his friends might have gone to the meeting fully prepared, the country guardians knew very little about it.-Mr. TYSON denied that he had either packed or attempted to pack the meeting.-An animated "scene" followed, and on its conclusion, Mr. TYSON gave notice that the next meeting he would move that the number of Penrithguardians be increased by two. This was all the business of general interest.
