The monthly meeting of this Council was held on Wednesday at the Council's offices. Mr. STRAUGHTON presiding.  The Medical Officer ( DR. ROBERTSON) reported that during the month the number of  deaths, excluding the Workhouse, was seven, being equal to an annual death-rate of 15.5 per 1,000, as compared with 11.0 the rate for the corresponding period last year.  Seven deaths were recorded at the Workhouse. A petition from the residents of Brigham Road for the better lighting of the thoroughfare was referred to the Gas Committee.  The minutes of the Library Committee contained a recommendation that the salary of the Librarian should be raised from £8 to £10, on account of the increasing work in connection with the library.  The minutes were confirmed.  With respect to a decrease in the consumption of gas, the Manager mentioned that the gas at present gave 17 1/4 candle power light.  This as 1 1/4 power above what was required by Parliament.
